Tests to determine relative safety of environment at the New Hampshire Facility are ongoing. The main reason for the long lead time in the tests is a bit of a chicken and egg problem. We have not been able to come up with a reliable method for making equipment which can measure the environment without running into the necessity to test and calibrate such equipment, which brings us back to needing to devise new pieces of equipment. Every time we make something to measure the environment here, we begin to question the factors which influenced the design of the test itself. We ask HQ to come up with some kind of baseline, or standard by which we can zero out our measurements. If this request cannot be fulfilled, I am afraid we will be involved in and infinite regress.
